The chloride anion is a chlorine atom with an additional electron. It is a halide ion and has neither acidic nor basic properties; it is effectively neutral. However, the chloride ion is a complexing agent and will produce complex ions in solution (and occasionally in the solid state). It may undergo reduction in the presence of a powerful oxidizer or an electric current to form chlorine or chlorine oxyanions.
